The P.L.C. {Poor Law Commission} for E & W. {England & Wales} have recd. {received} this the Clk {?} to the qus {question} of the Plomesgate with the following questions a communication from the parish offices of Kettleburgh that near Framlingham Suffolk contain the following questions requesting (among other things) advice on the following points
1. The best and cheapest means of getting a passage to Quebec with the cost for adults & children
2. Cost of the journey from Quebec to Toronto for do. {adults & children} including victuals
3. Is any sum fixed by the government for victualling the emigrants during the voyage beyond the usual allowance of bread or biscuit
4. Has the commission any preference to a vessel from the port of London or are the parishoners at liberty to contract with ? Yarmouth vessel if they come to it on better terms

The Cs {Commisioners} have informed the to acquaint you that they have informed the Parish Office of their having referred the questions to you for your consent

REPORT on Emigration to the British Colonies of North America, by J. D. Pinnock, Esq.,
Government Agent-General for Emigration. — [With a Supplement]

London, 12th July, 1836.
Gentlemen,
THE season for emigration to the British colonies of North America having terminated, I beg, in accordance with your directions, to transmit to you the accompanying statement, showing the number of persons for whom I have engaged passages, the parishes to which they belong, and the sums expended by me in furtherance of that object. From this statement you will perceive that 847 persons have been provided by me with conveyance, at a cost of 4,634 pounds 13s. ; that I have been the medium of engaging four vessels for the conveyance of 1,029 emigrants, independent of the 847 before alluded to; and that I have inspected several vessels, and sanctioned various contracts on the same subject, which have been made by parishes themselves.
I have as yet received intelligence of the arrival of but one vessel, the Caroline, which conveyed a party of emigrants to Quebec, from the parish of Saltwood in Kent ; but that intelligence is of so gratifying a nature, not only as regards those emigrants, but as showing the flattering prospects of success which are held out to all who may subsequently arrive in Canada, that I do not think I can adopt a more satisfactory course than to inclose a copy of that letter, (written by Mr. A. C. Buchanan, the government chief superintendent of emigration to Upper and Lower Canada,) for your information.
You will observe that Mr. Buchanan states, that " the demand for agricultural labourers and tradesmen, in all parts of those provinces, is very great, and that the country was never in a better condition for the reception of a large body of industrious emigrants, than at the present moment; and that those who are anxious and willing to work, need not be a day unemployed after their arrival." Under such circumstances, it may he safely asserted that emigration holds out the strongest inducement to those who are unable to obtain employment in this country, to better their condition by seeking it in another hemisphere.

But although the emigration of persons of the working class to Canada has been very large, I regret to observe that to the Australian colonies it has been quite the reverse.
Notwithstanding the great demand which there exists for labour, the high remuneration which is afforded for it, and the superiority of the climate over that of America, I have found the greatest difficulty in persuading parochial authorities to direct their attention to that quarter.
I can attribute this apathy only to the difference of expense between the conveyance to those colonies and America.
As, however, I am now enabled to send out a man and his wife for the small charge of 10 pounds, the remainder being defrayed by the Government, I am desirous of bringing this subject under the consideration of your Board ; trusting that you will take such steps as may appear to you most advisable for assisting me in
directing to those colonies a large body of young married mechanics and agricultural labourers, who, if they are industrious, cannot fail to better their condition most materially. I have, &c.

The parish offices of Kettleburgh request the advice and information, of the Poor Laws Commisioners on the following points presuming that their scheme of emigration will be approved

"My note: The supplement on page 486 contains a list of parishes & number of emigrants that each parish sent. To long for me to copy here.....Pinnock's supplement on page 486 does not include Kettleburgh in this report as one of the parishes that he mentions in reference to which parishes the 847 emigrants came from. The 1836 Kettleburgh contingent may have been part of the 1,029 emigrants that he as an emigration agent independently sent."

Gentlemen,
I am the rector of a small parish, of 1200 parishoners, very heavily burdened with the poor. Five years ago, we sent <illegible> 42 paupers to Canada, at an expense upon the rates of 300 pounds. This year the good accounts we continue to receive from our emigrants here induced upwards of 40 more to <illegible> themselves to go to the same place, Etobicoke W. Toronto; we have agreed to apply to government for the loan of 250 pounds more; which (with a small subscription from the owners) we hope will enable us to send them out in a comfortable manner. All the preliminary steps have been legally taken, <illegible> documents passed the board of guardians of the Plomesgate Union on Tuesday the 12th of April; & were sent up to your office to the clerk of the Union on the following day: & up to this time we have no answer. I am quite aware, gentlemen, of the amount of business that must fall upon you, & of the quantity of applications you must have to attend to: and nothing would <illegible> induced me to add my importunities, but the state of parish expense in which both myself & my parish are kept <illegible> delay of the information we have requested. The candidates of Emigration are continually applying to the parish offices, and <illegible>, for information which we cannot give them; and as they <illegible>
